I do not agree with this sentence. Google has to have a product as good as ChatGPT to be a serious competitor. ChatGPT has the *first-mover* advantage. People especially enterprises will always compare other GenAI based chatbots with ChatGPT. So if Google want to outperform ChatGPT, they need to have a very good product and i think they will do :)
